Changes to Aged Care from
1 November 2025
From 1 November 2025, the Aged Care Act 2024 took effect, reshaping how support is delivered to older Australians.
A New Aged Care Act: Putting Older Australians First
The new Act is designed to make aged care rights-based and person-centred, rather than focused on providers or funding.
According to the Department of Health and Aged Care, its purpose is to:
- empower older people to live active and meaningful lives;
- ensure fair access, choice and control;
- uphold safety, quality and respect through stronger regulation; and
- make it easier to raise concerns or complaints.
This change follows recommendations from the Royal Commission into Aged Care Quality and Safety.
Support at Home: The New Way to Deliver Help at Home
The government is replacing the current Home Care Packages with a new Support at Home program.
From 1 November 2025, Support at Home will:
- simplify and combine existing home care programs;
- give older Australians more flexibility and transparency;
- fully fund clinical services like nursing and allied health; and
- introduce clear pricing and contribution rules for everyday supports.
If you’re currently on a Home Care Package, you’ll automatically transition to the new system.
New Aged Care Fees
The government is also updating how fees work in both home care and residential care.
Residential Care Fees from November 1st:
- Hotelling Supplement Contribution for everyday living costs.
- Non-Clinical Care Contribution for personal support services.
- Higher Everyday Living Fee (HELF) an optional fee replacing extra or additional services fees.
- Refundable Accommodation Deposit Retention 2% retained per annum capped at 10%.
- Clinical care (like nursing) will be fully government-funded.
In-home care:
- Clinical services remain free to eligible participants.
- Non-clinical services will include a contribution based on income and assets, with lifetime caps to limit what you’ll pay.
